INTRODUCTION

Since its establishment, the OIC has achieved steady progress, as is observable in the increase of its membership which has reached 57 and the constant diversification of its field activities on the strengthening of its fully-fledged institutional structure.

There have been some moments of decisive changes in its activities as well as in its organizational structure. One such decisive moment was the Third Islamic Summit Conference held in Makkah/Taif in 1981, which set new guidelines for the OIC action and reinforced its institutional base. Since then, its structures and activities have been through periods of different degrees of change. Meanwhile global scene as well as the issues and challenges to be dealt with have also changed.

There is a common understanding that now the OIC stands at another decisive moment and that the time has come for it to play a proactive and visible role in the international arena, commensurate with the expectations and challenges.

With a full awareness of and in response to this understanding, the Custodian of the Two Holy Mosques, King Abdullah bin Abdulaziz, called on the leaders of the Islamic Ummah to unify the ranks and strengthen the bonds by exploring the most effective solutions and means, and invited them to the Extraordinary Summit in Makkah on 7-8 December 2005. At the same time, he so graciously and with an exemplary endeavour, reinforcing the enthusiastic spirit of the Summit, has made it possible that the foundations of the headquarters of the OIC General Secretariat be laid during the Summit.

Now, it is an honour for me to simultaneously announce the launching of the international competition for the design of the new OIC headquarters. This gesture of the Custodian of the Two Holy Mosques will always be remembered with deep appreciation by all.

 

COMPETITION SUMMARY

OBJECT OF THE COMPETITION: The design for the O.I.C. Headquarters in Jeddah, Kingdom of Saudi Arabia.

THE PROMOTER: The Organization of the Islamic Conference, abbreviated as O.I.C. (www.oic-oci.org)

TYPE OF COMPETITION: An international architectural design competition will be organized in two phases, with prizes awarded by a panel of judges, referred to as the Jury.

PARTICIPANTS: Architects, architectural academics, senior students working with architectural mentors, multidisciplinary teams lead by architects.

ENTRY FEES: Each competitor shall remit a participation fee of US $ 200.

DOCUMENTATION: The basic documentation for drawing up proposals shall be delivered to participants directly and will be available on the competition website in common computer formats and media.

SELECTION OF PROPOSALS: In Phase One the jury will select a set of proposals on the basis of their architectural ideas and other criteria. A small number will then be invited to participate in Phase Two, which will lead to the selection of the winner.

JURY: The jury shall be composed of seven members, one legal adviser and a coordinator of the competition.

CALENDAR: Public Announcement of the Competition (December 12, 2005); Deadline for Registration (January 20, 2006); End of Term for the Delivery of the Phase One (February 27, 2006); Jury Decision for the Phase One: Announcement of Results (March 8, 2006); End of Term for the Delivery of the Phase Two (April 19, 2006); Announcement of the Winner (April 25, 2006).
